The Commonwealth of Independent States ( or the CIS ) is a group of sovereign states that was formed in 1991 by states that were formerly part of the Soviet Union. The CIS’s functions, such as coordinating policies regarding economies, foreign relations, defense, etc, are decided by its top governmental body, a council composed of the member’s heads of state and government, who are assisted by committees of republic cabinet minister.
